Help identifying an old (perhaps time) Preparation Tool?
I recently purchased an item in a sale of goods, that resembles a cross between a pair of scissors and a pair of tweezers. There is a patent date of 22 May 1900. A round of "scissors" handle and the other management (which fits perfectly in the hand) is made of wood with a decorative piece of silver. This seems to be some kind of pliers? I can not find anything online to help my identity in this topic. Can anyone tell me what this is? Thank you.
